My assumption is that they were Winifred's two other children:

Information:

Tom was living in a caravan, at the Bear Yard, Hylton Road, Worcester. [1939 Register]
The photo on right was taken 1st January 1930.
Looking North is the railway viaduct over the Hylton Road.
Tybridge Street is to the left in front of the Bear Inn.
To the left is the start of the construction of the Power Station.
The houses and the Royal George were on the river side.
I guess that where the Bear Inn stands, is now McDonald's!

Information:

Acccording to the 1939 Register above, Winifred and her husband, Tom Morris, were living apart.

Winifred had three children to support on her own and obviously need money from their father to for the keep of them all.

According to the Kidderminster 1949-1951 Electoral Registers:-
John [Jack] Meredith, was living at Hipplecote, Martley, Worcestershire.
Winifred F. Morris, was living near by at Welwyn Bungalow, Hipplecote, Martley, Worcestershire.

The photo [b/w coloured] circa 1950, Winifred would be 43 years old, and Jessie would be 19 years old.

It shows Winifred on the left with Jack Meredith, who is holding Michael Baillie, born 21st June, 1949; the son of Winifred's daughter, Jessie Audrey Morris, who is standing far right. Below Winifred is her daughter, Jaqueline Helen Meredith, born 1st January, 1949.

[The woman standing between Jack and Jessie, and the girl with a doll may be Jack's sister, her daughter.]

If so photo is circa 1950, Winifred would be 43 years old, and Jessie would be 19 years old.

Here we have Winifred holding her daughter Jacqueline Meredith. In the pram is Michael Baillie, Winifred's daughter Jessie's son.

The other girl is unknown.
